Owing to the proximity of Hongkong to Centon legal cases are numerous and under the late empire a special officer was appointed to conduct extradition proceedings in Hongkong to clear off outstanding cases and to further friendly relations. Now that the republic has been established and Great Britain, in common with other friendly powers, has recognised it, it becomes necessary: to continue this procedure. We have accordingly requested the British firm of lawyers, Lesare. Dennys and Bowley, in co-opera- -tion with Mr. King, the Assistant Superintendent of Police, to manage these cases for a period of one year. We have further requested Colonel Ma Te-hsin, late of Heiang Shan, to act as 'Hongkong extradition consulting officer' and we have specially appointed Teng Yao-kuang, head of the Canton Police, Ts'ai Ch'un- heng, head of the water police, Captain Yang Ying-lu, late of Ta Peng, and Yen Ch'i-han, delegate of the Kuangtung Tutu's office, as extradition officers. The heads of the land and water police will for the future appoint detectives to co-operate with Yang Ying-lu who will request the British lawyers to obtain warrants on his behalf. On the arrest of the criminals he will further

bring witnesses to give true evidence for their extradition.

We have the honour to request you to inform H.E. the Governor of Hongkong, for purposes of record, of these arrange- -ments made for the public advantage.
